Roger Chia Kim Piow

Chairman & Managing Director

Roger Chia Kim Piow is the Founder and Chairman of the Rotary Group of Companies. With more than 40 years of experience in plant and facility design and construction, he is instrumental in developing the Group from a sub-contractor to a multinational turnkey engineering design and construction group. Under his stewardship, the Group has gained recognition as one of the region’s leading players in the oil and gas, petroleum, petrochemical and pharmaceutical industries. His impeccable leadership led Rotary Engineering to be prized Enterprise of the Year at the Singapore Business Award 2008. He was awarded Chief Executive Officer of the Year (Companies with $300 million to $1 billion in market capitalization) at the Singapore Corporate Awards 2009, Businessman of the Year at the Singapore Business Awards 2011, and conferred the Public Service Medal by the President of Singapore in 2010 in recognition of his community services.

Grace Chia Mei Foong

Deputy Executive Chairman

Grace Chia has been with Rotary since 2002 when she began her role as a Validation Engineer. Her involvement in Rotary has paramount importance in shaping the success of Rotary today. She has led and spearheaded numerous EPC projects as a Deputy Project Manager and Project Manager by collaborating with the Engineering Department, Procurement Department and other Business Units of the Group. Given her knowledge and expertise in the industry, she was appointed as Deputy Executive Chairman in April 2018. Prior to joining Rotary, Grace graduated from The University of Melbourne and holds a Bachelor of Engineering (Mechanical).

William Chia Kim Chua

Executive Director

William Chia has been with Rotary Engineering since 1980 and was appointed to the Board in 1982. He has overseen the Group’s Project Management Department and was involved in many of the Group’s major EPC projects in Singapore and overseas. His extensive experience is an invaluable contribution in his current advisory role for the general management and operations of the Group.

Koh Chun Peng

Deputy Chief Executive Officer

Chun Peng joined the group in 2007, and has more than 20 years of market entry and business development experience within international businesses across South-East Asia and Middle East. He was the Business Development Director before his appointment as Deputy Chief Executive Officer for Rotary Engineering on July 2018. He is responsible for the key operational functions as well as steering the business strategy and developments for the company. A former government scholar, he has held managerial positions in Singapore government’s overseas investment promotion arm, IE Singapore. Chun Peng also has professional experience in strategy consulting. He holds a MSc (Management) and BBA (Hons) from the National University of Singapore and has attended an Executive Program jointly conducted by Beijing University and Fudan University.

Choo Kwok Ian

Chief Operating Officer

Ian Choo joined the group in 2004 and has more than 15 years of experience at Rotary, seven of which have been in senior leadership roles. These roles have included such as serving as Senior Project Director responsible for developing project management strategy for Rotary business internationally. He is appointed as the Chief Operating Officer, he develops and drive the overall strategy and operations for Rotary Group. His role include strategic projects management, accountability for the project and Group P&L in executing short-term and long-term business plans. He works closely with the Business Development, Engineering Department, Procurement Department, Project Management and the other Business Units of the Group to lead the team and spearhead EPC Projects. He holds a Bachelor of Engineering (Mechanical Engineering) from National University of Singapore where he was placed on the Dean’s List in academic year 2003/2004 for meritorious academic achievement.

Juan Chow Yee

Chief Financial Officer

Chow Yee joined the group in April 2021 and has more than 30 years of experience in both corporate and financial management. Prior to joining Rotary Engineering, he has worked with several listed companies with extensive operational experiences across Singapore, Malaysia, Indonesia, Philippines, Hong Kong, Taiwan and China. He was also instrumental in several major capital and debt fund raising, merger and acquisitions works including delisting of OSIM International from SGX and its subsequent restructuring as V3 Group. He began his career as an auditor with PwC for 5 and a half years with subsequent industry experiences in real estate development and construction, FMCG manufacturing and distribution, discretionary lifestyle and healthcare retailing, and information technology solutions. He is currently a Certified Public Accountant and holds a Master of Business Administration from University of Missouri-Kansas City.

Babu Sajeesh Kumar

HSE Director & QA/QC Director

Babu has been appointed as HSE Director with effect on Nov 2020 in addition to his current appointment as the Group Quality Director & Management Representative. He first joined Rotary in May 2013, with over 23 years of International Experience in Energy (Thermal & Nuclear), Refineries & Petrochemical, Oil & Gas, Building & Construction Industry in the areas of Quality Assurance & Control, Testing & Inspection, HSE & Business Development. He earned an Engineering Doctorate from City University, Hong Kong, Master of Engineering from UniSA. He is a Chartered Engineer & Registered Professional Engineer in UK & HK respectively. He is a Qualified NDT Level 3 & Welding Specialist. Currently, Babu is the Chairman of the International Committee for NDT (ICNDT) and active in various associations.

Meena Natarajan

Engineering Director

Meena joined the group in 2001 as a Process Engineer. She is currently Engineering Director and brings with her 15 years of Engineering Design and Commissioning experience. She heads the Group’s Engineering Department, including Commissioning. Since joining the Group in 2001, she has been involved in Engineering design of oil & gas and petrochemical projects for Oiltanking, Vopak, Universal Terminal, SATORP, Total, Shell, ExxonMobil and various other clients in Asia and Middle East. She works closely with other Directors and Senior Management to formulate the Group’s Engineering policies, procedures and Engineering execution methods. She also works closely with Project Management and Procurement Team to deliver Optimized Design solutions for EPC Projects. Meena holds a Bachelor Degree of Engineering (Chemical) from Annamalai University, India and Masters Degree of Science (Chemical Engineering) from the National University of Singapore.

Kellin Tham

Procurement Director

Kellin has played an instrumental role in the Group’s various operations since joining the Group more than 20 years ago. On a daily basis, her responsibilities include overseeing the execution of all Electrical and Instrumentation construction and EPC projects, driving the business growth of Supermec Pte Ltd, and managing all local and overseas procurement needs of the Group.
